Israel's Water Crisis: How Drought and Mismanagement Threaten Our Northern Ecosystems
The 2024/25 rainy season will be remembered as one of the hardest Israel has ever known. For hikers, it meant a yellower landscape and a lower Sea of Galilee. But for the ecosystems of the North, the story is far more alarming. Dr. Asaf Tsoar, head of the Environment Division at the Nature and Parks Authority, warns that the real enemy is not the closed skies but human management that leaves nature as the last consumer in line.
A new study published Sunday in the journal Man and Nature – A Journal for Nature Conservation in Israel reveals a troubling truth: artificial water extraction for drinking and agriculture, combined with extreme drought, has pushed our streams to the brink of ecological collapse. This is not just an environmental issue. It is a test of our national resilience and our ability to safeguard the land that defines our identity.
The Numbers Behind the Drought
In the Sea of Galilee drainage basin, only 40% to 45% of average rainfall fell. The impact was immediate. The Dan Stream, one of the North's lifelines, plummeted to an all-time low of 1.8 cubic meters per second last December. The multi-year average for that month is 5.9 cubic meters per second.
Dr. Tsoar explains: 'The problem begins when artificial extraction joins the natural drought. For streams, springs, and marshes, the question is not just how much rain fell, but how much water remained after man finished pumping and diverting.'
The River's Death Spiral
When water management prioritizes agricultural allocations over stream health, the ecosystem unravels. First, water levels drop, severing the connection between flow and bank vegetation. Then rocks are exposed, reducing habitat for animals. Shallow flow habitats disappear, replaced by standing pools that become death traps.
The damage is chemical too. In standing pools, water quality declines rapidly. Dissolved substances rise, temperatures surge, and oxygen concentrations plummet. Algae bloom in abnormal quantities. Eventually, the stream's continuity breaks, parts dry up completely, and biodiversity suffers irreversible harm.
The Battle for Hapkak Bridge
One key flashpoint was the Jordan River at Hapkak Bridge. Despite only 40% of rain falling in the Sea of Galilee basin, the Water Authority proposed cutting minimum flow rates by more than a third of the already-defined drought-year threshold. The Nature and Parks Authority, the Environmental Protection Ministry, and the Society for the Protection of Nature in Israel fought back.
Dr. Tsoar states: 'A weak flow in the Jordan raises direct risks to public health and the economy. It could lead to closing stream sections to hikers due to pollution, critically harming tourism and recreation that anchor the entire region. Water for nature is not a luxury. It is a basic condition for a functioning regional system.'
The Water Council ultimately amended the quantity, though less than environmental groups demanded.
Nature's Right to Water: From Statement to Reality
The principle of 'nature's right to water' is not new. In 2000, a government decision allocated 50 million cubic meters per year for stream restoration. In 2004, the Water Law was amended, defining nature as an official entity entitled to water use. Legally, nature is not supposed to survive on leftovers. But in dry years, the law often fails the test of reality.
The main lesson is clear: preparation must begin long before the flow meter shows zero. Responsible management in an era of climate change requires shifting from firefighting to long-term planning. The Water Authority is leading this effort with partners like water associations and drainage authorities.
The Plan to Save Our Rivers
To prevent future stream drying, the Nature and Parks Authority and the Water Authority are building a strategic plan based on early, data-driven action:
- Setting minimum thresholds: Creating unchangeable thresholds even under pressure.
- Infrastructure and alternatives: Building supply alternatives for agriculture, including smart winter impoundment and regional supply systems, so farmers don't rely on stream water in dry years.
- Enforcement mechanisms: Fighting illegal water captures and freeing springs for nature.
- Science-based monitoring: Decision-making based on field measurements, not political pressures.
Despite the grim picture, there is cautious optimism. 'Experience shows that when water returns and quality improves, wet habitats recover quickly,' Dr. Tsoar says. 'But this recovery does not grant a license to gamble on the future of the stream. If we treat streams as a leftover, we will get leftovers of a stream.'
The real test lies in building a true partnership with water managers. Even in the hardest years, 'the tap' must not be closed completely on Israeli nature.
