The numbers are staggering. According to the Treasury, Banque Misr UAE processed approximately $1.8 billion for 103 companies potentially tied to Iranian shadow banking networks. These networks are the regime's workaround after direct US sanctions crippled its formal financial channels, providing key access to US dollar correspondent banking relationships. The Treasury notes that Iran uses these networks to launder funds, procure weapons, and bankroll its regional terrorist proxy groups, including those that threaten the Jewish state daily.
How does Banque Misr UAE fit into Iran's terror financing?
Banque Misr is one of Egypt's oldest and largest banks, founded in 1920 to facilitate trade between Egypt and the UAE and serve Egyptian expatriates in the Gulf. But its UAE branches, the Treasury alleges, have become a playground for the regime's darkest operations. Customers include apparent front companies used by Iran's Ministry of Defense and the IRGC to evade sanctions and launder money on behalf of Iranian Supreme Leader Mojtaba Khamenei.
Importantly, the action applies only to Banque Misr's UAE branches. The bank can continue dollar transactions through its head office in Cairo and other foreign branches, including Paris, Frankfurt, Riyadh, Beirut, and Djibouti. This surgical approach ensures the message is heard while avoiding unnecessary collateral damage to legitimate financial flows.
What other Iranian entities were sanctioned?
The Treasury also announced new sanctions against Bank Melli, accusing it of facilitating billions of dollars' worth of transactions through accounts controlled by the IRGC's Qods Force (IRGC-QF). The bank allegedly allowed the IRGC-QF and its parent organization to move funds inside and outside Iran, and has funded Iranian-aligned proxies in Iraq and beyond.
Reza Mohammad Taeedi, general manager of the bank's Dubai branch, was identified as a Specially Designated Global Terrorist for acting on behalf of Bank Melli. Hong Kong-based Kameng Trading Limited was also sanctioned for helping sanctioned Iranians access the international financial system.
Why are far-left terror networks also in the crosshairs?
These sanctions follow a broader Treasury crackdown on what it calls far-left terrorist networks, announced just two days earlier. New sanctions targeted Italy's Autistici Inventati, the UK-based Palestine Action, and transnational group Masar Badil. The Treasury accused Autistici Inventati of supplying specialized digital architecture, tools, and services for Antifa cells and other violent far-left extremists, while Masar Badil allegedly operates as a front for the Popular Front for the Liberation of Palestine, a designated Foreign Terrorist Organization.
Bessent was unambiguous:
Far-left extremists, their fronts, and their enablers should be on notice: We will bring the full weight of our economic tools to bear. Political terrorism has no place in our society, and we will continue to cut the financial lifelines of these groups until they are eliminated.
The US now identifies far-left terrorist groups as one of the three major terrorist threats facing the country. In July, Bessent warned that these groups are increasingly embracing organized, deadly violence, and the Treasury's actions reinforce America's commitment to disrupting their infrastructure.
